Today, the first meeting of the newly composed Supervisory Board of the Agency on State Support to NGOs of the Republic of Azerbaijan was held.
The meeting was chaired, by general consensus, by Supervisory Board member Rizvan Nabiyev. He informed that the institutions represented on the Supervisory Board the Ministry of Justice, the Ministry of Finance, the Ministry of Labour and Social Protection of the Population, the Azerbaijan National NGO Forum, the “Simurgh” Azerbaijan Cultural Association, the “Zafar” Support to Families of Martyrs Public Union, and the “Legal Analysis and Research” Public Union have already nominated their representatives.
The new composition of the Supervisory Board includes:

  1. Elshad Mammadli – Head of the Main Department for Notary, Registration and Registry, Ministry of Justice
  2. Zaman Huseynov – Acting Head of the Social Sectors Finance Department, Ministry of Finance
  3. Elnara Ansari – Director of the DOST Inclusive Development and Creativity Center under the Ministry of Labour and Social Protection of the Population
  4. Fuad Mammadov – Chairman of the Presidium of the “Simurgh” Azerbaijan Cultural Association
  5. Rizvan Nabiyev – Member of the Board of the “Legal Analysis and Research” Public Union
  6. Khatira Valiyeva – Member of the Board of the Azerbaijan National NGO Forum
  7. Fizza Mirzayeva – Member of the Board of the “Zafar” Support to Families of Martyrs Public Union
    Rizvan Nabiyev expressed his gratitude for the trust placed in him and noted that, in accordance with the Decree of the President of the Republic of Azerbaijan, signed on 29 December 2025, which aims to enhance the activities of the Agency on State Support to NGOs, introduce a “single window” principle for NGO financing, and establish a new information system to improve transparency and efficiency, as well as amend certain decrees and orders, four members of the Supervisory Board are appointed from civil society institutions and three from state bodies. The Chair of the Supervisory Board is elected from among representatives of civil society institutions for a term of four years. The Board operates on a voluntary (non-remunerated) basis.
    In line with the provisions of the Decree, the election of the Chair of the Supervisory Board was proposed. The members elected Fuad Mammadov, Chairman of the Presidium of the “Simurgh” Azerbaijan Cultural Association, Doctor of Historical Sciences and Professor, as Chair of the Supervisory Board.
    Fuad Mammadov expressed his gratitude to the members for their trust and, on behalf of the Board, conveyed appreciation to President Ilham Aliyev for the attention and support provided to NGOs, as well as for the large-scale reforms implemented in this field. He also noted that the inclusion of Fizza Mirzayeva, the spouse of National Hero of Azerbaijan, the April martyr Lieutenant Colonel Murad Mirzayev in the Board reflects continued care and respect toward families of martyrs.
    Fuad Mammadov further stated that the position of “Executive Director” of the Agency on State Support to NGOs of the Republic of Azerbaijan has been abolished and replaced by a Management Board consisting of three members a Chairperson and two Deputies.
    Subsequently, the Supervisory Board formed the Management Board of the Agency on State Support to NGOs of the Republic of Azerbaijan. Aygun Aliyeva was appointed Chairperson of the Management Board, while Emil Chaparli and Elnur Baghirli were appointed as Deputy Chairpersons.
    Aygun Aliyeva, speaking on behalf of the Management Board, expressed gratitude for the trust placed in them and said that all assigned tasks and responsibilities would continue to be carried out at a high standard.
    Further decisions were adopted in accordance with the Decree, including the nomination of Board members to represent the Agency on State Support to NGOs of the Republic of Azerbaijan in two state commissions. Rizvan Nabiyev will represent the Agency in the State Commission on Prisoners of War, Hostages and Missing Persons, while Khatira Valiyeva will represent the Agency in the State Commission on Combating Drug Addiction and Illicit Trafficking of Narcotic Substances.
    The Supervisory Board also issued a number of instructions to the Management Board in line with the Decree. In addition, the priorities of the Agency’s 2026 Activity Plan were discussed, and a proposal was put forward to establish a branch of the Agency on State Support to NGOs of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic.
