Ulviyya Garayeva was born on 1 March 1983 in Baku.

From 2000 to 2004, she obtained a Bachelor’s degree in Translation from the Faculty of Regional Studies and Translation at Baku Slavic University, and from 2004 to 2006, she continued her studies at the Master’s level in the same field. From 2013 to 2017, she was a doctoral candidate in the field Azerbaijani language at Baku Slavic University.

From 2006 to 2012, she held a position of a laboratory assistant at the Faculty of Slavic Philology of Baku Slavic University. Between 2012 and 2014, she worked as a proofreader at the New Baku Post newspaper; from 2014 to 2017, as a proofreader-editor at “Report” Information Agency; from 2018 to 2019, as an editor at “Azermarka” LLC; and from 2019 to 2023, as a correspondent at “Azad Azerbaijan Television and Radio Broadcasting Company”.

Since 2023, she has held the position of Public Relations and Communications Manager at the Agency on State Support to Non-Governmental Organizations of the Republic of Azerbaijan
