The implementation of the tasks outlined in the Decree of the President of the Republic of Azerbaijan dated 29 December 2025, aimed at improving the activities of the Agency on State Support to NGOs of the Republic of Azerbaijan and introducing amendments to a number of presidential decrees and orders, is currently ongoing.
In accordance with the Decree, state-funded institutions authorized to provide grants to legal and natural persons, as well as to municipalities, within their respective mandates including the Youth Foundation of the Republic of Azerbaijan, the Small and Medium Business Development Agency, and the Social Services Agency under the Ministry of Labour and Social Protection of the Population will, together with the NGO Agency, implement all forms of financing for non-governmental organizations under a unified “single window” principle. This mechanism will cover both competitive and non-competitive funding modalities, including state procurement (state orders) and subsidies.
As stipulated, the regulatory framework governing the financing of NGOs under the “single window” principle is to be developed and approved within a three-month timeframe.
Pursuant to the Decree, the Cabinet of Ministers, by its Order dated 16 January 2026, has entrusted the Agency on State Support to NGOs of the Republic of Azerbaijan with the preparation of the draft regulation.
In line with these tasks, starting from 26 January 2026, the Agency has initiated a series of consultations with relevant state institutions participating in the new “single window” mechanism for state support to NGOs. These consultations have involved responsible representatives from key government bodies, including the Ministry of Culture, the Ministry of Ecology and Natural Resources, the Ministry of Digital Development and Transport, the Ministry of Science and Education, the Ministry of Youth and Sports, the Ministry of Health, and the Ministry of Agriculture, as well as the State Committee for Work with Religious Organizations, the State Tourism Agency, the Commission on Combating Corruption, the Youth Foundation of the Republic of Azerbaijan, the Small and Medium Business Development Agency, and the Social Services Agency under the Ministry of Labour and Social Protection of the Population.During these meetings, detailed aspects of the “single window” system were discussed, and existing practices were reviewed. The process is ongoing.
The procedure for financing NGOs from the state budget based on the ‘single window’ principle is being developed.
